Q: will it turn on and off when the water level raises or lowers ?

No. If it has power it will run. I have mine on a timer but if my Rez is empty and the timer turns on it will run.

Q: Can this pump be run 24/7 for the water return from a sump ?

I only used it briefly, to drain an aquarium. Pump is GREAT. But I don't know how it would work in a sump. Good luck!

Q: Can I use this to drain out my pool

Yes, but there are bigger and faster pumps, depending on the size of your pool it could take a week.. I would look for a bigger pump..
