does this tripod turn so that is looking from a birds eye view so that I can take a video of myself cooking?

I was NOT able to use this tripod for overhead filming. Yes- the phone holder attachment rotates, so it should work in theory, but if you're recording looking straight down, the tripod legs are going to be in your video and your workspace is very limited because of the aforementioned tripod legs being in the way. Also, the phone holder didn't feel too secure - like the phone was too heavy for it at this angle. When the phone is aimed down, the configuration also gets messy with trying to attach the ring light. I couldn't make it work. Maybe I just lack the "skill set" that others have, but all I can tell you is that this was a no-go for overhead recording for me and I had to return it.

It can work with both 110 and 220

Used with 120 V only, not sure about 220 V
