Is the latch big enough to go around the cord to act as a collar as well

Yes but I would not recommend it. The splice is not designed for that use and you notice it is protected with a plastic cover which might start to crack if bent in the noose. Plus just wrapping it around the neck and clipping it would choke the dog if it pulled on the lead. I would use it with the proper collar.
