Can this be used on a 30x54 opening?

I have a 25.5”x63" opening. I was able to fit this 30x60” cover in mine without much difficulty. Just had to hold it in place while stapling. It filled all around without any additional shims or fillers. Had to do couple of small folds that I was able to staple over.

Is this Attic Tent fire proof?

The insulation cover is constructed of aluminum that covers air bubbles (much like packing bubbles).  The manufacturer does not make any claims on fire resistance, but the foil will not be flammable. However if the aluminum (heavy foil) covers a plastic enclosed air bubbles, that will likely be flammable if fire burns through the outer layer of heavy foil.  So my guess is that the insulation cover has at least some fire resistance, but it may not be fireproof. I checked simliar products that they claim to have "Class-A fire resistance." One other similar product (called Panady) claims to be "fireproof." If their is a fire in the attic, your wood trusses will burn much more quickly than any of these products will. If you have a fire below the insulation cover barrier, the fire will be hot enough to burn through any of these barriers  very quickly.  So you should not think of these as any kind of effective fire barrier.  If you have livable space in the attic and you are concerned about the scuttle access catching fire, it is unlikely that these aluminum insulation covers will "burn" to any significant degree. First the fire must get through the aluminum and then even if there is plastic underneath, there is not enough fuel for it to burn much. Keep in mind that there may NOT be plastic under the aluminum, I am speculating about the construction.

What code requires is that in residential homes, the scuttle cover be made of 5/8" fire rock or a similar fireproof cover. This drywall covers the wood frame of the attic scuttle door. This is the ONLY proven system to slow the spread of fire from the garage to the attic and that is why it is required by code.  On my garage scuttle access door, I installed a 5/8" thick fire resistant product called "Densglass." It is fire-rated and "non-combustible in most situations. If there was a fire in my garage, the Densglass would provide a protective barrier between the wood truss system in the attic and the garage.

Can you just place this on top of the framed opening rather than staple it to the stair frame?

No, it needs to be attached. Air suction in the attic will pull it out of place, reducing the
Purpose of the cover.
