Is there any advantage to this tool over just swapping in a known good relay? I'm not seeing the value here.

There are plenty of advantages to this if you know how to use it. Swapping with a known good relay will only tell you if the issue is the relay or not. This will allow you to check the power and ground to the relay while leaving it plugged in, this way you can check the voltage in a completed circuit. Example would be power wires with relay unplugged will show 12v, same wire with the relay plugged in could be 5v because of resistance on the wire, or ground wire can read 0ohms like there is nothing wrong but if you plug the relay back in there could be voltage on it indicating a bad ground. Resistance checks are not a good test for wires because resistance changes with heat, and once the circuit is under load the wires can heat up causing the circuit to fail.

what is the jaw opening at the tip? will it grab small fuses?

Not for fuses but works well on any relays.

Does this work with mitsubishi lancer evo's relays? like the panasonic 8627a030

holy lancer most relays are universal theres a good chance it will fit I would look at a info source ie Mitchell alldata motologic and look at the relay box top view and look at the pin designation best of luck to you

Can you pull the relay out stick these in the slots and find out if you have 12 volt at the relay Source when you turn the key on with the tester like
