Its ok but it is full of straw and stubble

Not perfect for this snails. You can use salt powder for snail control

is this only for seeds germination?or we can use it also for old plants for transplanting?

It can be used for all purposes. Including indoor/ outdoor new and old plants.

i want to plant vegetable using this soil.should i mix some other soil?or this soil is enough?

Always mix is better, if you are starting from seedlings you can start with this soil only, after the sprouting and growth of 3 leaves at least you can transplant into different growing medium, ideally 50% potting soil + 30% sweet sand + 10% Perlite + 10% organic fertilizer (MOCCAE Approved) Chicken Manure or Vermicompost etc., hope this help.
