Do you go back over the carpet with plain water to "rinse" it when you're done?

I do. Otherwise, the carpet ends up with soap left in it, I think. I rinse until the water coming up doesn't look sudsy anymore. (My machine has a switch to just use plain water from the water portion of the tank, so it's pretty easy to do. My old machine was such that I had to finish cleaning, then fill with plain water to do a rinse.)

Can this be used with the bissell 3624 spotclean carpet cleaner?

I don't know. I would check the instructions you received with the cleaner itself.

will it work with the small portable Bissell

I don’t know! Try looking on your portable machine or google what cleaning products can be used with your Bissell type.

Have you noticed that carpet cleaned with this solution seems to attract dirt faster? Or feels slightly sticky

No, not at all. Perhaps you are using too much soap or not picking up all the water that you can
