When I turn on my pc it turns on for a second then it turns off and then it turns on then off what do I do?

That sounds like a faulty motherboard or power supply or bad CPU/ RAM etc. Or you could have dust built up on some components. If you're not a tech person you'll need to spend a few dollars for support.
