Does this fit in a bag pack? I'm planning to buy this so I can use it as to to go cooling pad.

It'll fit just fine if your backpack says it will fit 17" laptops. As for the fan problem it's because the fan bearings get dirty and dry, you have to blow out the fans with a can of air and then take the sticker off the back of the offending fan making noise and put a drop of 3-in-1 oil into the bearing reservoir every now and then. The cramped space makes this a bit of a PITA but it can be done.

Are the fan noises high-pitched?

I bought mine in January 2020. I've since had to use a paperclip to stop one of the fans, because it makes a horrible grinding sound. This started within weeks of my receiving the unit, but after the 30 day warranty (of course). I love the USB ports. I know that's hardly rocket science in the 2020s, but it's handy to have those extra ports that readily connect to the laptop when the mat is plugged in.

If it fails within 1 year, where do I return it?

If it fails within 1 year, go on the Targus website and send them a message explaining what's wrong and they will replace or repair it for you, after you pay to ship it to them. It took about a month for me to get mine back from them.
