My husband is 6' 7", will he still be able to use these comfortably?

I am 6'1" and have them set at 50". You need to set them so your forearms are at 90 degrees on level ground. Just have him hold his forearms are at 90 degrees from elbow, and measure from floor to hands. I think the max for these poles are 55", but you can confirm that in the listing. These are high quality poles for the price. I weigh 275, and leaned all of my weight on them, and they held without a problem. I hope I was able to help you.

Is the blue a light color or darker bright color?

Would call it a medium blue, closest to the swatch color on the main product image. You can find some customer left images amongst the reviews too and see how the color looks in daylight :)

What is the point of the non-slip foam sleeve below the handle? Does it make the pole flexible instead of sturdy?

The foam sleeve is there when you do not need an extremely tight grip on the pole or the cork is simply too rough in a situation, or perhaps when you are going uphill just for a quick rise, then you can grip on it instead of readjusting the pole's height :) Simply offering options!
