Yes, it could pick up the litter that spills out. The adhesive tape is patented which is designed to catch up tiny litter that even vaccumme cleaner could not suck up.

Would this work for dusting a textured ceiling?

This product is great for dusting a ceiling, but I wouldn’t ever try to dust or clean a “popcorn ceiling”. “Popcorn ceilings” are the dimpled, cottage cheese-looking drywall / stucco ceilings that are often seen in residential buildings. According to experts, popcorn ceilings installed from 1945 to 1978 (and some later) contain asbestos (which is what causes mesothelioma). According to the EPA (Environmental Protection Agency), “Generally, asbestos-containing material that is in good condition and will not be disturbed (by remodeling, for example) will not release asbestos fibers. Asbestos-containing materials may release fibers when they are disturbed, damaged, removed improperly, repaired, cut, torn, sanded, sawed, drilled or scraped.” If you have a popcorn ceiling and you don’t know if it’s an older one / or one that may contain asbestos, don’t risk it. My response may be a bit long and may have gone off topic, but I know popcorn ceilings get dusty and I wanted to make sure everyone is aware. :)
