Can i use pisugar as an ups?

No. PiSugar1 will reboot the pi when stop usb charging.

Can this be used as a RTC for the pi zero?

No. It's just a battery. No data connection to the Pi 0.

Can this charge while leaving the raspberry pi off? When i plug it in while the pi is off it poweres on

PiSugar 1 will always turn on the pi when start charging. But you can shutdown the pi using ssh (or desktop) when the power is on.

Will this shutdown the Pi when the battery gets low? Or will it just 'stop' without a software shutdown?

In this version ,it will cut off power support without soft shutdown. Soft shutdown fuction will added in next version.
