Yes, these are most definitely too small, they come with a CHOKING HAZARD WARNING, NOT FOR CHILDREN UNDER 3 YEARS OLD.

Do these figures go in paw patrol toys

I am not sure I used them as cake toppers. If I had to guess I would think that they would fit with other paw patrol toys

What size figures are compatible with the look out tower ?

These figures are about 1/4 to 1/5 the size of the Chase figure that is included with the basic Lookout Tower (there are several versions). They measure about 1.5 inches tall and 3/4 inch wide. That being said it is a starter set for use with the tower since you do have the 1 figure that comes with the tower.
