Does the tea tree in this have an overbearing menthol feel to it?

Everything is relative. personally I'd say it was a medium menthol feel. Nothing overbearing but it is definitely present.

Is it good for women with fine, thinning hair?

I would try it. I am a male who has always had fine hair and is now slowly thinning and I’m very happy with this product.
