can this machine create embroidery?

The Singer S0100 is a 2/3/4 thread serger and not capable of machine embroidery. A serger or overlock machine as they are sometimes called mainly creates finished overedge seams, rolled hems and flatlock seams.

Does this machine have a chain stitch

The Singer model S0100 Overlock Serger will make a thread chair, but it does not have a sewing machine type Chain Stitch pattern.

i need a replacement electrical cord and pedal and cannot find the part numbers. Need help please?

What is the best needle fur this machine

Any singer needle is adaptable. But many other brands too. Personally, I prefer Schmetz. Most needles at craft stores and fabric stores are universal
