Q: Can these be used both wet or dry?

I don’t see why not. I’m not sure if you’re asking if this is a product you can keep in the shower or just use on a wet face…You can definitely use it on a wet face or a moisturized face. You could take it into the shower with you…may rust quickly, but you don’t more than one or two uses out of these anyway (those brands you could use daily for at least a week). These definitely aren’t my favorite of the brands I’ve tried.
