Do these matts have silver as the conductor?

No, they are conductive black carbon which is much more durable and longer lasting than silver. Silver oxidizes when it comes in contact with the skin which eventually breaks the ability for it to be conductive. This doesn't happen with the black carbon.

What exactly am I supposed to be experiencing with these mats? Should I be feeling anything?

I have sore heels of feet that tend to peal and get painful cracks in them. Has anyone used for this issue and did it help?

I have suffered from something like that my whole life. Except for me it is not limited to my heels, it may happen anywhere on the bottom of my foot at different times. Yes, it is awful and painful. Through the years, I have found some things that help. I only wear leather shoes, rubber ok but no molded petroleum products on the soles. I know for certain a good quality Flax seed supplement (Barleans brand) is a critical help. I go barefoot as much as possible, especially if I am where the soil is more clay like. In the winter this is much harder to do, so my feet hurt all the time. Walking barefoot in clay like soil or mud is also a type of grounding oneself, so I thought I would get the pad since winter approached. I have been using the grounding pad the last few months. So far my feet have been much much better than any previous year I can remember. It might be a coincidence but I hope not.
