Title for black says length is 9.5 feet (114 inches) but description says usable length is 65 inches. Is that correct? I don't understand.

Not sure why it says two different lengths. I am not near my straps now do can't say exactly. They are long and I feel 114 inches is closer. I suspect they are saying that it depends on the object you are securing as it will take up the length. I use it to secure the cover for a pretty large grill. So when I wrap it and sinchbthe strap the perimeter around the grill is probably about 65 Inches and I have about a foot or two feet of left over strap that I tuck in. I know it does not add up exactly to 114 "

Two different lengths are available. One is 65 inches long and the other is 9.5 feet (112 inches). I recently bought both of them. Very good quality.

I don't know, but probably some kind of synthetic. It certainly is not cotton!

Good for light usage

Straps for delicate light usage. If you will try to tighten quite strongly then plastic lock will be broken.
