will this work with Voles as well as moles?

No only works on moles. Moles eat earthworms.

Can this product be sold to someone living in New York state?

Yes we can send it to you. If you have any trouble ordering please call our office! Thank you Nina Capuano

I cut the worm up into thirds and place them a couple of feet apart in the mole tunnel. After a couple of day, I stomp down the tunnel. If the mole is still alive, the tunnel will reappear. If not, he’s dead. I’ve had great luck with Talpirid - highly recommend.
