Yes it will. I use it for the xbox 360 component cables to hdmi. It comes with a European power supply so u need to replace it by buying a universal power supply offering 1 amp current and a 6 volt setting. The universal power supply must have many different size plug adapters in order to find the right smaller size plug to fit this unit's power plug receptor. radio shack should have what u need.

will this work for Xbox one ?

There is no need to use this on Xbox One. Xbox One outputs its video signal on HDMI already. This device is used to convert component video outputs into HDMI video outputs. This DOES work with older Xbox 360's that have component outputs only. I have verified it.

Will this work to go from HDMI on cable box to component on older TV?

It might - however, I know older consoles won't work with this as it forces an upscale in resolution to 1080p(which the console can't handle), so it might not work for the Cablebox/TV either.

Will it work with Chromecast gen 3

This designed to take analog HD signal (YPbPr) to HDMI. Are you trying to convert HDMI to Analog? This won't work for that. If that is what you're trying to do this one would work.
