We don't recommend you put it in the washing machine as this can effect your warranty. We recommend you wash it by hand.

Has anyone taken this on a plane as carry on luggage?

I have many times, but not packed to full height, as it is close, using Easyjet and Flybe. The airlines publish the max dimensions for carry-on, so that you can check before you leave home.

No it does not come with a rain cover

Does this rucksack come with a raincover included?

No it doesn't. I would say it is shower proof and it is easy to buyer a water proof cover for it. It's very well made and sits comfortably on the hips.
