Is this soft plastic or hard as looking for a soft pipe cap as protection cap on pipe legs?

This is a hard white plastic. Would work on carpet. Rubber leg caps of all sizes available at local hardware stores.

Why is the inside diameter of the cap larger than the outside diameter of the sewer line? Won't it just flip off?

There are two sizes of pipe. Schedule 40 Drain Waste & Vent and SDR35 Sewer. They have different caps, fittings and accessories for each pipe series.
