Can this be installed im Dubai and what all features will work and won't work?

This can be installed yes, everything will work fine, but keep in mind this thermostat only has 1 fan speed. So during installation whoever installs it needs to select either low/ medium/ high speed and then the thermostat will operate at that speed. For me this works fine and I dont feel its any issue at all. If you absolutely need 3 speeds then the learning thermostat model can support it.
