No it is ready to use as is. You could dilute it, but it would reduce its effectiveness, and it is a great product for cleaning engine bays and parts. For maximum effect, I recommend using a parts brush to agitate the dirt and grime.

Mine came without a seal and leaking. I am wondering if this is a genuine product. Should it have a seal on it ?

They do come with a foil seal. This being said the seals sometimes fail. There should be small black numbers on the bottom rim of the container. If these are missing then it may not be genuine.

IT can be used directly from the bottle to spray on the areas to be cleaned. But to make it last longer you can dilute it, 2-3 capfuls for 2-3 gallons of water, to wash interior dashboards and to remove existing waxes off your finish.
