Q: Can I iron this item out on a t-shirt?

The one I bought is only 651 vinyl, not for T-shirt.

Q: I would like to know if the paper is silver on both sides.

The backing paper is white, but the chrome vinyl itself, is silver on both sides.

Q: So this sticks like a sticker would ? a sticky back with a white paper keeping it from sticking until peeled?

Yes the vinyl has sticky adhesive that is protected by the white paper backing. You have to peel the backing away to expose the adhesive.
