is it actually white?

Lighter color than typical masking tape but definitely not a pure white. That being said, it's not as if it looks dramatically different in color when I edge out my white watercolor paper. Hope this helps!

Can I stamp on this tape with permanent ink?

You can write on it with a permanent sharpie and it will last forever. I have some from the 1960s. I think any permanent ink would work, but depends on the solvents it uses.

Is this tape good for stretching watercolor? does it stay glued down ? some i have used pop up when paper is drying? ty

It is repositionable so while it won’t ruin your paper it may not give you the best adhesion
