How do you clean the cloth?

Just use a mild or hand's soap and tap water, hand washing over the sink.

Can this be washed and reused?

Yes, of course, I would recommend a mild soap and tap water. Hand-washing is enough.

Can this also be used on the bow hairs or is it only for the wood of the instrument?

Not sure, but I guess you can, just don't use the same cloth for both, otherwise you'll get all of the rosin over your instrument, which you don't want.

Is this better for cleaning rozin or polishing.

It is primarily for polishing but if there is only a slight powder of rosin that has not been on the instrument very long, it would be fine for removing the rosin as well. If the rosin has started to adhere to the finish already, it would be better to use a liquid polish.
