Could this be modified to fit a 1898 Cherokee?

Not sure about 1898... but if you have tools and skills you could trim and drill new holes for 1998. I’m not sure about the intake size but again if you have skills you can make anything work if you want.

No. The air boxes are different from the Grand Cherokee and the Cherokee Sport.

Does this come with a carb OE sticker?

Not sure what the carb oe sticker is but it just came with the Rough country sticker.
