If mounted with double sided tape can the wires come out the sides some where? So they can be flush without breaking wires off?

These are designed to have a hole for the wire's to pass through so the light can get flush amounted. And they work very well that way. That being said it may be possible to make a small notch for the wire's to lay in and pass to the outside or, if the two sides tape is thick enough you may be able to cut a groove for the wire's to lay inside and exit the fixtures. Hope this helps

can I use it under water in my boat

I do not think these are rated for underwater use, i did see several that were while shopping for these.

How do you turn them on and off?

You wire them to a power source and install a switch, basic and simple.

How do you run the wire to the center console ?

Will need to run them to a fused switch. I created a waterproof switch box and mounted rocker panels into the box. Ran 8 gauge wire from battery to a new fuse box and then wired into the rocker panel. Dozens of ways this can be done.

Es el segundo paquete que compro, el primero me duró alrededor de 2 años en agua salada, lo que si el recubrimiento qué imita el acero es de plástico y no dura mucho, pero si por el precio, valen totalmente la pena, muy fácil de instalar, y ya que tienes la instalación, muy fácil de reemplazar.
