Q: Im 6'5" 261lbs what size do you recommend

I'm 6'4 weigh 265lbs. There are several factors at play here. Will this be worn over other clothes? Do you prefer a loose or snug fit? Personally I like a little loose as what I'm wearing under the coveralll will vary. I wear 2 2XL and have been quite happy. I have 2 new ones hanging up for spares.

Q: Is this suitable for -20 degree freezer work?

I use it for very cold winter days with wind chills. Not sure about freezer work.

Yes they can if large enough. I wear these to work outside during winter over regular clothes.
