Q: Does it come with a blending marker??

No it does not come with a blending marker.

Q: Are they very streaky when the colors overlap? And are the colors too bright, in your opinions?

They don't steak really which is why I bought them. I don't think they are too bright. I use them for coloring. Alot like a permanent marker

Q: I'm looking for a set that has a larger selection of lighter shades. Markers I have now have alot of similar colors in brighter and darker shades?

These markers have a lovely variation of shades, both bold and pastels.

Q: Can these be used on plastic?

I tried the black on a plastic storage box, waited for it to dry completely and with just my index finger rubbed and rubbed and rubbed eventually the word came off....however, when I tried it again, only this time I used a wet (damp) papertowel, the word came off rather easily.
