Hi. Not sure what you mean by “unlocked”. The one I purchased is a WiFi-only device but the iPad Pro 9.7in also comes with a WiFi/cellular version as well (more expensive) that you can use a cellular data plan with. The iPad Pro I purchase comes with a 60 day money back guarantee and also appears to come with 3 months of AppleCare. Bought two of these and both appear to be in excellent condition from this supplier. Hope this helps. Good luck!

Is there a keyboard you can use with this ipad?

Yes. You have to purchase it separately of course. But a good Bluetooth keyboard will work great.
