As our engineer checked, your Dell Inspiron 14 Plus 7420 requires a 130W (19.5@6.7A) charger. Our cable only support 20V@5A 100W Max， even though it is paired with a 100WPD charger, the system shows a slow charge that can maintain the office without dropping power. We do not recommend this product for Dell Laptop above 100W. Hope this may help you.

Will this work with a power bank? (Like Anker Prime 20000mAh 100W)

Yes, it should work. I've tried it on a Mi 20,000 mah powerbank with 12V 100W output. But expect to get no more than 1 hour of charging.
