Why do brakes need to be replaced in the first place?

Very possibly. A failed seal or other issue with the caliper can result in a brake fluid leak. There are other reasons brake fluid may be leaking, including a damaged brake hose. The leak should be inspected immediately.

What about vibrations or shaking in the steering wheel?

If the brakes are very worn or the rotors have uneven wear, there can be a significant vibration or shaking in the steering wheel when braking. This could be the result of a sticking caliper that is causing excessive and/or uneven brake wear.
