My son is going on a Scout trip abroad later this month. If I bought one or two of these could I track my son's baggage while he's away?

Yes. In theory. They’re tracked by being ‘seen’ by people running the Tile app. If someone with the app goes past the Tile it's picked up and noticed, and only then. Do you have the app on your phone? Do you know anyone with the app on their phone? I don’t and I owned one of the Tile trackers. I did a test of a Tile, an Apple AirTag and a Samsung Tag. The Apple and Samsung devices could practically be tracked in real time. The Tile was only noticed a couple of times across a whole day. Across a large chunk of London…Where there are millions of people who potentially could have the Tile app, but don’t. If you have a Samsung phone get one of their trackers. If you have any Apple devices in the house (iPhone, iPad etc) get an AirTag (or one of the generic tags that use the Apple network, Eufy, Chipolo etc)

Will it work in my suitcase

Yes, I believe it should work in a suitcase. As it's Bluetooth it should pick up the signal if within range!

I would not use it in a pool area, I mean, it is waterproof, but how long are you going to go without having eyes on a child near water?
