faulty motherboard
wondered why this was cheap, unfortunately i didn't notice the motherboard was faulty until i noticed it wouldn't boot with a 2nd ddr4 stick. based on advice online i removed the cpu to check the motherboard, 1 pin is missing and another is bent. now i'm stuck with a half working pc with only 50% of the memory usable.
