How much does it approximately weight when full?

The total weight would depend on how heavy your contents are.

It's this water resistant? Would i need a rain cover?: Or spray it with scotch guard?

I never encountered rain when using it in Europe last summer. Even if the fabric is water resistant, that does not mean water proof. Since I am taking it to Spain next spring, I will probably buy a rain cover, with attachment points, meaning that there are elastic straps that cinch around the pack that hold the cover in place. Sea to Summit makes them, and probably other brands, as well. You could always improvise with a heavy duty 30 gallon trash bag!

How high (from the floor) is the top of the handle when fully extended? I am 6'3" and I worry that they handle may not be long enough for me.

With the handle fully extended it is 39 3/4 " high.

How well do the wheels do on cobblestone streets? Looking for a good luggage option for trips to Europe.

The larger wheels was one of the features I was looking for when I was shopping for luggage. I’ve pulled my osprey across very rough streets in Thailand, The Philippines and Colombia and it has performed very well. I’m more than happy with this luggage overall.
