How does this compare to Tosowoong enzyme cleanser?

I don’t know the brand you mentioned, but to me it compares to Tatcha rice enzyme powder. It’s even better than Tatcha and at about a fifty dollar savings it’s great!

Can this be used on the body (i.e., arms, legs, shoulders)?

In short: I don't see why not. But it's very gentle and formulated for face, the rice and papain enzyme is more for dull skin texture on a delicate area such as face. Probably should look for a product specifically for your purpose. It's the size of a face cream per volume so would get expensive too. If you're trying to get rid of acne scars, acne or ingrown hair I'd suggest you look at glycolic acid pads. Start with a lower concentration and work your way up to 10%, 2-3 times weekly. If you have acne try Bliss Body Acne Spray, worked wonders for me. There's also Paula's Choice for a low % glycolic acid body wash you can use daily (haven't used it myself). I also have to mention, your skin will need time to adjust to the new routine, so give it a month.

Why is the bottle only half full?

I don't remember mine being half full. I would imagine with it being rice powder you would want some air so you can shake and tap out what you need while avoiding clumping.
