Q: do you have to remove the cover of the AC outdoor unit?

Yes !!! Please read my whole view. Any a/c tech worth their salt and have work ethics will. Most condensors pull air and dirt through the coil from outside to the inner side of the coil. To do properly, wear gloves and eye protection, kill the high voltage breaker to the condensor. Remove the top (usually with a 5/16" or 1/4" socket or nutdriver). Carefully pull the top with much concern for protecting fan wires and motor. Use a garden hose or pump pressure water to rinse the dirt out the opposite direction it embedded the coil. Reset the top, motor and wires safely so fan blades will Not hit the wires. It sounds involved but this will truly rinse to chemicals and dirt away. Let the unit gravity drain for 30 minutes before turning that breaker back on !!! If you call a tech , watch him . Get your money's worth. Ask yourself; "Do I want a partially clean unit" .
