It works!
I had my doubts about this before buying--I had no evidence that the 3-wire power supply signal that HP uses (V+, -, and the middle pin is an enable or voltage signal of some type) was remotely compatible with the USB3 standard, or that this dongle-adapter would be wired to the C connector correctly--however I'm surprised and very happy to report yes and yes, the HP barrel power connector used on EliteBooks and others turns out to be a non-standard implementation of USB3 PD, and this little dongle is wired correctly to be used to connect a USB-C cable from any standard PD-capable power supply to your HP. The only caveat is that you really need to be a cable snob here and use a quality USB-C cable. Meaning, the cable has the required pins populated (Vbus, Gnd, & CC), and the power lines are of sufficient gauge to handle 65W+ @ 20V. Pick up one of the cheap USB cable testers on this site that has LEDs to easily show good/bad status of every pin (you'll wonder how you ever lived without it) and test any potential cables. If you don't use a good enough cable, nothing will happen, it won't indicate why or that anything is wrong, and you'll likely think the dongle just doesn't work like I did the first couple times I tried--until I used a proper C-to-C cable with a beefy PD charger. Then magically the laptop started charging at 70-80W for a while there, even spiked up to 92W for a minute, then settled down to 50-ish. I used a cable with an inline current meter to get those readings and verify what was going on (also an invaluable tool to diagnose flakey USB cables or chargers). Be aware, with the USB-C standard, there are actually two sides to the cable (generally called A and B), meaning that if only one side is wired, the cable will only work if both ends are plugged in right-side-up, which kind of defeats the purpose of having connectors intended to be non-directional, but it is what it is. Usually the V+ and Gnd on both sides are tied together, but the CC line commonly is only wired on one side, and the end result of all this is just that if you try a cable and it doesn't work at first, pull it out, flip it over and plug it back in. If it then works, you know it's a single-sided cable, and to save yourself future frustration mark both ends of the cable to show which side should face up. This trick is not specific to just using it with this dongle, but applies to any c-to-c cable you plug into anything. My original HP charger broke--the connecter was ripped right out, so I had been charging the laptop with USB-C for a while. This worked, but it used up the only USB-C port I had, and I really needed that back to plug into my Thunderbolt dock again. This little dongle opened up a world of options for me now. Get yourself a quality cable and you can use any PD USB-C charger you want with your HP now--and without using up your only USB-C port. I'm going to have to pick up another of these for my other laptop now (also an HP).

Strong and worthy
Fits perfectly on both ends. I haven't had any problems with anything falling out. It's been bent up every which way in my backpack and still works just fine. Since it's only a few inches long, it goes everywhere with me and I have no issues packing it in with my other cords. Very worth it!

Disclaimer: NOT the product's fault. It is rated for 65W, not 200W. I have two laptops, both HP, both uses the same 4.5mm blue tip. One is 150W, Pavilion Power 15, another one is 200W, Victus 16. The pavilion charges completely fine, but the Victus only charges when is shut down, sleeping or hibernating. When the Victus is awake they fail to negotiate the power and rejects connection entirely, not even providing any power to make the battery drain less. The charger in use is the UGreen Nexode Pro 160W, capable of 140W of output on the first USB C connector, so the charger is not the problem. So unfortunately this product doesn't match my use case, but is working when used properly.
