Does using the clamps damage the tips of the skis?

No, I have used them on my kids rental skies and they didn't damage them at all. My kids now have their own skies and we use them and they don't do anything to the ski.

Will these fit all water skies?

They're meant for alpine skis. I don't know about water skis. If water skis are not thicker than usual alpine skis, I don't see why it wouldn't fit.

Has anyone used these on water skiis?

Frozen water in form of snow. Liquid not so much.
