How accurate are the readings for walls under windows?

I have no idea regarding the accuracy of this meter, I have an MT-19, which seems accurate enough for my needs. Suggestion: test on dry cardboard, progressively increase the moisture content, take several readings. This should give you an idea how damp your wall is.

Yes, the pin should be into the material. But you could try the MT28 pinless wood moisture meter

Can it measure moisture, from a painted brick wall? It gives me 0% reading, once I move it around it will possibly change to 2.2%~3%

You can remove the painted cover. but painted brick wall is good for water blocking effect.
