Does this come with a hair tie cutter?

My set does not have a cutter in it or on the top of the comb where it shows that it is supposed to be. Just a warning though, the teeth on the comb are not very strong and break off very easily, so the comb part of the actual comb is pretty worthless, at lest for me it was. The hair loops work fairly well. I have thick hair and it takes quite a bit of pulling to get the loops through my hair, but they do not give up.

Google topsy turvey, the 2 circular tools pull the ponytail through and the cutter tool removes the elastic bands. Be careful not to cut the hair.

Is the handle sturdy? I ordered a diff brand and it was so flimsy it tangled my hair

The handle is fairly flimsy, however I do have coarse, thicker hair and it took some really hard pulling, but it makes it through every time without breaking. The teeth on the comb are a different story. They are very easily broken. I used the comb to get the excess hair out of my brush and several of the teeth broke.
