Spotty chrome

I've ordered a lot chrome products from Amazon, this is the only one that came full of white spot, I've attempted to clean them off and while they to diminish in size they are still visible. I will buy a chrome cleaner to see if that works but really shouldn't have to. Appart from that it is what I ordered. If spots don't come clean I will have to return it as my client should not have to accept it.
