Yes it has a safety cut out, as my wife informs me, it does work.

Can this hob be built in over an electric oven? I have an electric oven and above that a gas hob both built in. Can I replace my gas hob for this?

Yes you can ,but you may need an extra circuit for the electric hob ,depending on the wattage of the new hob if it comes with a plug already fitted then you might just need to have a double socket installed in the next cupboard to your electric oven ,if the hob is 5-5.5 kilowatts then a new 32 Amp supply with local isolation next to hob ,I hope this answer helps .
