Will this work with a hard case? Is it too thick to where it won’t fit in a case?

The thickness is similar to a standard business card. You can still use your hard case, it only protects the front screen glass and the rear flat touch buttons. It’s not something that goes all over the body of the psp.

If i put the back protector on will the touchpad still work?

If you mean the back protector on the back, yes. It's designed to not block anything. Just make sure it's 1 back and 1 front. Putting both fronts and backs on at the same time will interfere.
