Is this the right product to use with 3M double sided tape to help with adhesion? Attaching new car badges I want make sure it's safe on car paint?

It didn’t work well putting a vinyl decal on the side of my Rzr (ABS plastic). The little packets of 3M that are packaged with some decals work much better. The solution in the can is very watery.

I believe my husband used it as a base to waterproof a hole we had in our carport. I’m almost positive he used a silicone adhesive.
