how do you cut out the stems with the flowers attached? Do you cut them out with white paper and then color the stems and flowers?

How to cut out the mini holes? I've tried two machines and it will cut out the flowers but not through 99% of the mini holes inside the flowers.

Are there stamps that go with this, or does it just cut out the outside shape?
