The rated torque 220 ft./lbs works for most middle level taks, should works for mower blade. But there are so many variates of machine, the best answer is "test it out"

Will this remove Lug nuts from a pickup?

You probably need a higher rated torque impact. Preferably a 1/2 impact wrench. This one will probably remove smaller cars lug nuts but not bigger truck lugs.
