Can the loader fit the Lean size raw cones?

They work with the 1 1/4 cones and it has a smaller opening than the Lean cones. So I would say yes.

Does this come with the card loading device

Yes it has packing stick card and plastic fill funnel included

Does this work for the 70/24 dog walker?

it will fit into the 70/24 but there is really no point with cones that small. This more for kings.
